of Police Commissioner Colonel Yang Chao, We regret to inform you that Colonel Yang Chao, the Police Commissioner
of Xieng Khouang Province, Laos, has passed away peacefully at his home in Andover, Minnesota, USA, on Sunday morning, December
11, 2011. Mr. Yang Chao attended the Police Academy in Khorat, Thailand, in 1955 after successfully earned
a Certificate of Completion from Xieng Khouang Primary School. Upon graduation from the Police Academy, he was assigned the
rank of Corporal Officer to work in Pakse, Champasak Province in southern Laos. Within two years of successful accomplishments,
he was transferred to Vientiane, the capital of Laos and served as personal secretary for Prince Somsanit, the Minister of
the Royal Lao Police Force. In 1959, Phagna Touby Lyfoung, the District Chief of Xieng Khouang Province requested
the transfer of officer Yang Chao to assist him because officer Yang Chao could speak both Hmong and Lao languages. From there
on, officer Yang Chao’s police career started to reach higher rankings: Second Lieutenant in 1961, Lieutenant in 1965,
Captain in 1966, Major in 1968, Lieutenant Colonel in 1971, and Colonel in 1974, in which he became the Police Commissioner
of Xieng Khouang Province and also General Vang Pao’s Senior Liaison Officer to the Royal Lao Government. In
1960, officer Yang Chao assisted then, Major Vang Pao to stage a military force to overturn the Kong Le’s (Neutralist
Communist faction) coup against the Royal Lao Government. Within days, they defeated the Kong Le’s coup and were highly
recognized by General Phoumi Noksavanh. Coincidently at that period of time, U.S. Foreign Policy to stop the spreading of
communism in Southeast Asia allied itself with the Royal Lao Government. This U.S. – Lao alliance was known as the “Secret
War” in which the Hmong, Lao, Khmu, Umien, and other Laotian ethnics became engaged during the Vietnam War. They intervened
the Ho Chi Minh Trail, the North Vietnamese Communists ‘supply line to South Vietnam and rescued American pilots who
were shot down in northern Laos. The leadership efforts of General Vang Pao and Police Commissioner Yang Chao helped to resettle
thousands of Laotian refugees in this democratic and prosperous country of the United States of America when Laos fell to
communism in May of 1975. Due to his passing, a special funeral service will be held in Saint Paul, Minnesota,
to honor Colonel Yang Chao’s contributive life. The funeral event will take place at Legacy Funeral Home, 225 E. Eaton
Street, Saint Paul, MN 55107 starting on Thursday, January 19, 2012 through Monday, January 23, 2012. We would
be honored by your presence to join us in a last tribute and bid farewell to Police Commissioner Yang Chao. Memorial
